Concelex, a leading Romanian construction company, will carry out modernization works on four detention pavilions and one technical building at Arad Penitentiary. The contract is worth RON 49.39 million (excluding VAT), and the interventions aim to improve accommodation conditions, increase energy efficiency, and enhance the safety of detention spaces.

The works, covering a total built area of nearly 18,000 sqm, will be carried out in stages over a period of 48 months. They include building renovations — from plaster repairs and façade rehabilitation to window replacements, interior finishes upgrades, and improvements to common areas, sidewalks, access ramps, and railings.
The project also involves comprehensive upgrades to utility systems: complete replacement of water and sewage networks, full rewiring for lighting and power outlets, installation of LED fixtures and safety systems, as well as modernization of internal heating networks and optimization of the existing boiler system.
Energy efficiency will be ensured through both thermal insulation of the buildings and the installation of photovoltaic panels on the pavilion rooftops, enabling the use of renewable energy.
Additional works include the rehabilitation of civil protection shelters, focusing on waterproofing, ventilation systems, and the installation of air intake units.
Upon completion of the works, detention conditions will be significantly improved, energy efficiency will increase, and operating costs will be reduced. The interventions will also help align Arad Penitentiary with European standards for comfort and safety in detention facilities.
