Concelex at the Carpathian Integration Initiative Summit

Concelex took part in the Economic Forum held at Bukovel, Ukraine, on 18–19 September 2026, within the framework of the Carpathian Integration Initiative Summit, joining the discussion on how the Carpathian countries can collaborate more closely to build the roads, border crossings and energy connections that support economic exchange across the region. The Initiative brings together eight states — Austria, the Czech Republic, Hungary, Poland, Romania, Serbia, Slovakia and Ukraine — alongside EU institutions, investors, financial institutions and development partners, around cross-border project pipelines in energy, industry, transport and connectivity.

Across the two days, the agenda moved consistently from the political framework of the Initiative to the question of execution. Cooperation between states is set out in declarations, but it takes effect only once the infrastructure is built and in operation.

Every item on the Carpathian agenda discussed at Bukovel, from roads and border crossings to energy connections and investment, rests at its far end on the small number of companies in this region that can actually build to critical infrastructure standards.

The need for strong local contractors was one of the themes that kept returning in the conversations Concelex took part in at the Forum, and not only for economic reasons. A state that depends entirely on outside contractors finds, at the moment it urgently needs work done, that there is nobody to call.

For now each state assesses its capacity separately, even though the industrial base of the eight countries, taken together, is substantial.

The strategy can be thought out together — with a shared view of the capabilities that already exist, and major projects approached through regional consortia. That is also the form in which the region becomes interesting to serious capital.

These are not complicated decisions to make, yet they determine whether in ten years our region will be a client of European industrial capacity or one of its sources.

Ukraine’s reconstruction was present throughout the discussion at Bukovel. Rebuilding on that scale cannot be approached as a series of isolated works. It requires the ability to deliver at scale, sustained effort over many years, close coordination between public authorities, finance and industry, and a clear view of the systems the region will need over the coming decades.

Concelex understands the scale and the responsibility involved and is prepared to contribute. The company can mobilise the technical expertise, the people and the resources that undertakings of this magnitude require, take part in setting priorities and help translate them into viable projects delivered to the highest standards, as a dependable, long-term partner in Ukraine’s reconstruction and in the wider renewal of the Carpathian region.
