Concelex, a leading Romanian infrastructure construction company, has been awarded the contract to deliver structural works, rehabilitation and modernization for the Dacia‑România Palace (Pinacoteca Palace), a historic building located in one of central Bucharest’s most densely built and sensitive areas. Listed in Romania’s Register of Historic Monuments, the building is classified as a seismic‑risk property and is currently managed by the Municipal Administration for the Consolidation of Buildings at Seismic Risk (AMCCRS). The project covers a seismic retrofit and an energy‑efficiency upgrade, with a contract value of RON 88.29 million.

“Through this contract, we are taking another step towards protecting an emblematic building of Bucharest, reaffirming the Municipality’s focus on conserving historic heritage and returning it to the community. By means of complex structural interventions, carried out with care for the elements that define the building’s identity, we aim to bring back into public use a landmark building for the city’s history and for the Lipscani area,” said Răzvan Munteanu, Executive Director, AMCCRS.

“For the Dacia România Palace, the works must significantly improve seismic safety and energy performance while preserving the building’s defining architectural features. The dense urban setting and the building’s specific characteristics require careful site planning and precise coordination across disciplines. Concelex’s experience in strengthening and rehabilitating historically significant buildings enables us to manage these complexities—from structural interventions through to the integration of modern building systems,” said Cătălin Vișan, Deputy General Manager, Concelex.

The project includes an integrated scope of works: strengthening structural walls, foundations and floor slabs; restoring façades and decorative details; rehabilitating architectural and artistic components; and upgrading all building services. Energy‑performance measures will include the modernization of exterior joinery, optimization of heating and ventilation systems, and additional solutions designed to reduce energy consumption. The scope also includes modern fire detection and suppression systems, along with updated security systems.

The building has a basement, ground floor and two upper floors (S+P+2E) and a distinctive triangular footprint, with a rounded corner facing Smârdan Street and continuous frontages along Lipscani and Stavropoleos streets. It adjoins the National Bank of Romania branch and forms part of the historic Lipscani ensemble—factors that add further complexity both to the structural approach and to on‑site logistics.

Built in the late 1800s as the headquarters of the Dacia‑România Insurance Company, the Pinacoteca Palace has served over time as a banking building, the home of the Conservatory of Music and Dramatic Art, a restaurant, and a footwear and leather goods store. In recent years, it has been part of the Art Section of the Bucharest Municipality Museum, housing Romanian and European paintings, sculpture, decorative arts and graphic works. Once completed – over a 36‑month period- the project will allow the Pinacoteca to return to Bucharest’s cultural circuit.

As part of the refurbishment program for Unit 1 of the Cernavodă Nuclear Power Plant, Concelex is delivering an extensive package of buildings, platforms, and infrastructure works for KHNP. The project includes operational and administrative facilities, logistics areas, electrical transformer substation, yarding services, road works and access control facilities. The scope also covers fire protection water tanks with pumping stations, systems for the relocation of existing utility pipelines and cable routes, groundwater monitoring installations, and the development of internal circulation areas for personnel, equipment, and materials. In parallel, Concelex is implementing complete utility networks, security and surveillance systems. Together, these works ensure the safe, efficient, and uninterrupted execution of the refurbishment program while meeting the stringent operational and safety requirements of a nuclear facility.

The refurbishment of Unit 1 is a cornerstone for Romania’s nuclear energy strategy. Concelex holds certifications from the National Commission for Nuclear Activities Control (CNCAN) for nuclear construction, fabrication, and supply activities. The area to be rehabilitated is located in the central part of Șimleu Silvaniei and includes the Crasna riverbed, currently undeveloped and partially inaccessible, as well as several degraded public spaces and sections of adjacent streets.

The project covers an area of 39,000 sqm, of which at least 12,500 sqm will be rehabilitated green spaces, and Concelex will provide both design and construction services. The works will include pedestrian paths, bike lanes, recreational areas, contemporary urban furniture, LED public lighting, and a video surveillance system to ensure community safety.

The development of the Crasna promenade aims to encourage non-motorized mobility and offer residents a modern green space adapted to the needs of all age groups. The project integrates solutions for biodiversity protection and reducing environmental impact, in line with the principles of sustainable development promoted at the European level.

The building was equipped with over 700 computers, 88 video projectors and an equal number of interactive whiteboards, sound systems in amphitheaters, electronic bulletin boards, and an info point. Concelex carried out structural consolidation, functional reconfiguration, thermal rehabilitation, interior and exterior finishing, as well as full furnishing and IT equipment installation. The building was equipped with over 700 computers, 88 video projectors and an equal number of interactive whiteboards, sound systems in amphitheaters, electronic bulletin boards, and an info point.

Throughout the execution phase, Concelex mobilized an average of 135 people per month, maintaining a steady pace and attention to detail. The works covered the entire building, which includes a basement, ground floor, five upper floors, and a technical floor, with a total built area of over 14,000 square meters.

The “Mihai Eminescu” building houses classrooms and seminar rooms, amphitheaters, laboratories, research centers, and administrative spaces, all arranged in line with the current requirements of higher education.

The project was financed by the Ministry of Development, Public Works and Administration, which allocated 160.64 million lei, and by the Bucharest University of Economic Studies, with a contribution of 3.99 million lei. Implementation was carried out through the National Investment Company.

The works, covering a total built area of nearly 18,000 sqm, will be carried out in stages over a period of 48 months. They include building renovations — from plaster repairs and façade rehabilitation to window replacements, interior finishes upgrades, and improvements to common areas, sidewalks, access ramps, and railings.

The project also involves comprehensive upgrades to utility systems: complete replacement of water and sewage networks, full rewiring for lighting and power outlets, installation of LED fixtures and safety systems, as well as modernization of internal heating networks and optimization of the existing boiler system.

Energy efficiency will be ensured through both thermal insulation of the buildings and the installation of photovoltaic panels on the pavilion rooftops, enabling the use of renewable energy.

Additional works include the rehabilitation of civil protection shelters, focusing on waterproofing, ventilation systems, and the installation of air intake units.

Upon completion of the works, detention conditions will be significantly improved, energy efficiency will increase, and operating costs will be reduced. The interventions will also help align Arad Penitentiary with European standards for comfort and safety in detention facilities.

The two dormitories will be delivered within 12 months and will provide 324 modern accommodation places, along with facilities such as reading rooms, co-working spaces, multifunctional areas for sports and recreation, outdoor terraces, car and bicycle parking. The total built-up area across both buildings exceeds 10,500 square meters.

Here in Ghiroda, we are shaping a new academic hub — a space that brings together academic performance and real support for students who need it most. 130 of the available places will be allocated to students from socially vulnerable backgrounds, with limited financial resources. This is an investment in their potential, in their desire to learn and succeed. The dormitories will be equipped to modern standards — with TVs and refrigerators in every room, shared kitchens, washing machines, sports and reading rooms — just as UVT has accustomed its students in recent years. We are glad this project strengthens the academic presence in Ghiroda and expands our university community,” said Marilen Gabriel Pirtea, Rector, West University of Timișoara.

Contractul nou încheiat cu Nuclearelectrica presupune execuția modulelor de la 18 la 23 ale DICA și echiparea acestora cu cilindri de stocare combustibil și elementele aferente, lucrări de instalații și de împrejmuire, precum și proiectarea, fabricarea, montarea și realizarea de probe pentru o macara portal.

Continuăm să ne asumăm cu responsabilitate rolul de constructor de încredere în proiecte de anvergură, cu impact pe termen lung asupra infrastructurii naționale. După implicarea în lucrările de schimbare a destinației construcțiilor existente pe amplasamentul Unității 5 din cea pentru o centralã nuclearelectricã în cea pentru alte obiective suport utile pe durata de viatã a Unităților 1 și 2 în funcțiune și viitoarelor Unități 3 și 4 ale CNE Cernavodã, acest nou proiect marchează un pas firesc în consolidarea angajamentului Bog’Art de a susține investiții critice pentru sectorul energetic, alături de parteneri puternici, într-un calendar ambițios și cu responsabilitate față de comunitate.”, a declarat Sorin Greu, Director General Bog’Art.

Lucrările demarează luna aceasta și se vor desfășura etapizat, pe parcursul unei perioade de 10 ani. Primul modul, 18, este planificat să fie finalizat până în decembrie 2026. Modulele sunt realizate utilizând tehnologia MACSTOR 400, ce oferă o securizare superioară a stocării și o utilizare mai eficientă a capacității DICA.

Extinderea depozitului intermediar de combustibil ars de la CNE Cernavodă vine în contextul proiectului de retehnologizare a Unității 1 CNE Cernavodă, care va extinde durata de viață cu încă un ciclu de funcționare (30 de ani), și a proiectului Unităților 3 și 4, ce fac necesare capacități de depozitare suplimentare.
